
Harry Warner
Harry enjoys a diverse practice which encompasses public law and serious crime.
He has been instructed in a number of significant and sensitive public inquiries in recent years, both to represent participants and as counsel to the inquiry. Harry is a member of the Attorney General’s C Panel of Counsel and is frequently instructed to advise and represent government departments in a range of cases.
Harry has a background in criminal litigation and a wealth of experience within the Crown Court and the Court of Appeal, for both prosecution and defence. His current practice includes on-going instructions to prosecute terrorism matters and other serious crime.
Harry has been instructed to advise on and appear in litigation before the Tax Tribunal for appellants and HMRC. He also has experience advising on large-scale and/or complex issues of disclosure and legal professional privilege in the context of both private prosecutions and civil fraud.

Inquiries & Public Law
On-going instruction in the Independent Inquiry relating to Afghanistan.
Instructed to represent two government departments in the UK Covid-19 Inquiry.
Instructed to advise the Ministry of Justice in response to a challenge to parole policy.
Instructed as Deputy First Junior Counsel to the Inquiry in the Undercover Policing Inquiry.
Instructed to provide advice to a non-statutory review into the Windrush scandal.
Criminal Prosecution
R v JC & Ors – Led junior in prosecution by the CPS Counter Terrorism Division.
R v AC – Second junior counsel in successful prosecution by the CPS Counter Terrorism Division for directing a prescribed organisation.
R v VT – Prosecution of serious wounding in a domestic context involving finding of unfitness to plead.
R v OH – Prosecuted a defendant charged with offences of computer hacking involving expert evidence.
Criminal Defence
R v JJ – Client charged with serious sexual offence involving children.
R v PL – Instructed to represent a client charged with causing multiple serious injuries by dangerous driving.
R v FE – Instructed to represent a client charged with money laundering of over £200,000 which resulted in a non-custodial sentence.
R v RB – Client charged as part of a ‘county lines’ drugs conspiracy.
Fraud and Financial Crime
R v GR – Represented a client charged with complex insolvency fraud.
R v PA – Represented defendant charged with multiple frauds against vulnerable victims.
R v AR – Represented a client acquitted of a high value fraud against former employer.
Military & Courts Martial
Instructed to represent senior Commissioned Army Officers in the context of a Health & Safety investigation and subsequent non-statutory inquiry.
Harry also has experience of acting in Courts Martial.
Tax Appeals
VEL v HMRC – Led junior for HMRC in successful response to MTIC appeal.
WHG v HMRC – Acted in proceedings before the First Tier Tribunal.
LCC v HMRC – Acted for Appellant.
DML v HMRC – Instructed to advise HMRC.
